What is an impure consonant sound????? help!! Italian grammar?

It's explained right there in your quote: s+consonant or z. In other words, "il" becomes "lo" (and "un" becomes "uno") for words like "schiavo", "zucchero", etc. It's an impure sound because it sounds like more than one consonant (z sounds like ts or dz, etc.).
