Why Are Conservatives Now Saying Bush Never Declared the End of Iraq War?

Well if you were talking about the first Iraqi war, and Bush senior then you (and those dang conservatives) would be absolutely correct. In 1991, the war was never officially ended, the UN only ped a conditional ceasefire. That is actually the reason why Bush junior was able to "legally" get back inside Iraq so quickly.
