I need help getting rid of bad dark circles!?

For as long as i can remember i have had the worst dark circles ever. My friends have tried to help me cover them up with makeup but it never works. Mine are hereditary. They run in the family. Do you know anything that can reduce or get rid of them. They are like blue-purple color and you can see the vein underneath but nowhere else on my face! Thanks
