What's wrong with my phone charger?

The charger to my Samsung Blackjack is plugged into the wall and the green light is on. However, when I try to plug my phone in, the green light goes off and my phone won't charge. I also hear a faint, constant high-pitched noise. Any ideas on what's wrong and how I can fix it?
